The Doctrine of the Neo-conservatives

The United States neo-conservatives established a theory of systematic recourse to military force in order to assure world-wide domination, presenting it as a mission for world peace. "... we cannot safely avoid the responsibilities of global leadership or the costs that are associated with its exercise. America has a vital role in maintaining peace and security in Europe, Asia, and the Middle East. If we shirk our responsibilities, we invite challenges to our fundamental interests. The history of the 20th century should have taught us that it is important to shape circumstances before crises emerge, and to meet threats before they become dire."

Four conditions are necessary in order for this policy to win : increase military expenditures, confront hostile regimes, promote the cause of political liberty, and "accept responsibility for America’s unique role in preserving and extending an international order friendly to our security, our prosperity, and our principles."

These lines are extracted from the "Project for a New American Century". (See their web site) This text, first published in 1997, was signed by eminent neo-conservatives : Dick Cheney, now vice-president of the U. S., Donald Rumsfeld, secretary of defense, Jeb Bush, brother of the president, Paul Wolfowitz, president of the World Bank and former counsellor to Bush, Zalmay Khalilzad, U.S. ambassador in Bagdad, ...

Their project, from the affirmation of their hegemony to the announcement of future preventive wars, established the principles of the doctrine that would then be at the heart of the campaign against Bill Clinton, and which today remains at the heart of the strategy of the White House, where the hardest-line conservatives are in power.
