to be read in the context of statements by Eric Besson,
Minister of Immigration, Integration, National identity and Solidary, to the effect that conditions in the region of Kabul permitted the expulsion to Afghanistan of
"three adults of male sex".
"The rebellion has enlarged its area of action in the provinces to many districts to the south and east of the country, as well as to those bordering on Kabul ... It is more than ever imperatively recommended to postpone all plans to travel to Afghanistan, and, for persons presently in the area, to avoid any movement and to remain in close contact with the services of the Embassy. Over and above the immediate risks to safety, the risk of kidnapping remains great, even in the capital. At the exits from Kabul, all routes have become extremely dangerous, and displacement in automobiles or in collective transport should be ruled out."
And it adds that water is nowhere drinkable, that typhoid, rabies, and leprosy are present in Kabul.
